This second release candidate pulls additional backports from upstream Bitcoin Core 22.1-rc2 and adds a counter for getheader requests that have been sent to a peer but are pending response. This reduces the number of parallel requests a node pushes out to its peers when needing to sync large amounts of headers (#211)

This release reverts the default fallbackfee and minrelaytxfee configuration options to their pre-0.16.0 values. This should fix an issue where users running new installations with default fees are not getting their transactions relayed.
